Puducherry’s fisheries sector is set to receive a significant infrastructure boost with new projects worth ₹36.49 crore aimed at strengthening facilities for fishers, improving fish handling and supporting the growth of the Blue Economy.
The projects are being implemented under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and focus on areas that are increasingly important for the long-term development of the fisheries sector. From fish landing infrastructure and harbour modernisation to seaweed farming and capacity development, the investments are designed to strengthen different stages of the fisheries value chain.
New Infrastructure for Puducherry’s Fisheries Sector
Three major projects form the core of the ₹36.49 crore investment.
An ₹18.94 crore Fish Landing Centre at Nallavadu is expected to improve facilities for landing and handling the catch. The project can support more organised fish unloading, hygienic handling and marketing activities, helping improve the overall efficiency of the post-harvest process.
Another major component is the ₹15.63 crore upgradation of the Puducherry Fishing Harbour. Fishing harbours play a critical role in supporting fishing vessels and connecting marine catches with markets. Improved infrastructure can contribute to better vessel operations, fish handling, auctioning facilities and safety arrangements.
The third project is an ₹1.92 crore Advanced Centre for Innovation and Capacity Development in Seaweed Farming at Karaikal. The centre is expected to support the development of seaweed farming through innovation, knowledge and capacity-building activities.
Better Facilities Can Improve Fish Value
For the fisheries sector, infrastructure development goes far beyond constructing new buildings.
The quality and value of fish can be influenced by how efficiently the catch is landed, handled and moved through the supply chain. Better landing centres and harbour facilities can help strengthen hygiene and handling practices while creating a more organised environment for fish marketing.
Improved infrastructure can also help address post-harvest challenges and support fishers in maintaining the quality of their catch before it reaches consumers and markets.
This makes investments in landing centres, harbours and other fisheries infrastructure an important part of improving the overall value generated from the sector.
Karaikal’s Bigger Fisheries Development Plans
The new projects are also part of a broader focus on developing Karaikal as a Fishing Harbour Cluster.
A Smart and Integrated Fishing Harbour is planned for Karaikal with an investment of ₹119.94 crore. The proposed development is expected to focus on improving vessel operations, fish handling and marketing infrastructure.
Such integrated harbour development can strengthen the connection between fishing activity and the wider seafood value chain. Efficient infrastructure can support everything from landing and handling to storage, processing and market access.
Seaweed Farming Gets Special Attention
Seaweed farming is another important component of Puducherry’s fisheries development plans.
The proposed Advanced Centre for Innovation and Capacity Development in Seaweed Farming at Karaikal highlights the growing interest in seaweed as a potential livelihood opportunity for coastal communities.
Seaweed farming can create opportunities beyond conventional fishing activities and has the potential to support participation from different sections of coastal communities, including fisherwomen. Capacity development and innovation will be important in helping farmers and entrepreneurs understand farming practices, production techniques and market opportunities.
Building a Stronger Fisheries Value Chain
The ₹36.49 crore fisheries investment reflects a wider understanding of how the sector can grow.
Increasing fish production alone is not enough to strengthen fisheries and improve fisher livelihoods. The industry also depends on efficient landing facilities, modern harbours, hygienic handling, storage, processing, technology and stronger market connections.
Infrastructure plays a key role in connecting the work done at sea with the value ultimately generated in the market.
For Puducherry, the combination of fish landing infrastructure, harbour development and seaweed farming initiatives could help create a stronger and more diversified fisheries ecosystem.
A Step Towards a Modern Blue Economy
Puducherry’s new fisheries projects represent an investment in the foundations required for a more modern and organised fisheries sector.
The immediate focus is on creating and upgrading infrastructure, but the long-term value of these projects will depend on how effectively the facilities are operated, maintained and connected with markets and the wider seafood value chain.
If implemented and managed effectively, these investments could improve operational conditions for fishers, strengthen fish quality and value, create new livelihood opportunities through areas such as seaweed farming and support Puducherry’s broader ambitions in the Blue Economy.
With ₹36.49 crore in new fisheries projects and larger infrastructure plans already in the pipeline, Puducherry is taking important steps towards building a more resilient, efficient and future-ready fisheries sector.
