The bustling Riyadh International Convention and Exhibition Centre welcomed the commencement of the third edition of the Saudi International Marine Exhibition (SIMEC) on Sunday. Organized by the National Livestock and Fisheries Development Program, the three-day event has drawn participation from thirty-five countries, over 120 companies, and approximately 3000 businessmen from within the Kingdom and abroadย 

Showcasing International Expertise and Technologies:

SIMEC serves as an annual platform spotlighting international expertise and the latest technologies in aquaculture, fisheries, and seafood industries. It aims to provide invaluable insights into investment opportunities within the sector while facilitating engagements between business professionals and decision-makers in the Kingdom’s fishery industry.

Technical Workshops and Memoranda of Understanding:

Throughout the event, more than 20 technical workshops will be conducted, featuring participation from international speakers, companies, and universities. Aquaculture Feed Production in Russia Surges by Nearly 40%

Russia has reported a substantial increase in its aquaculture feed production, marking a nearly 40 percent surge. This surge comes as the country intensifies efforts to reduce dependence on imported feed, aiming to bolster its domestic aquaculture industry.

According to the Russian Federal Fisheries Agency (Rosrybolovstvo), aquaculture feed production soared by 39 percent from January to November 2023 compared to the same period in 2022, reaching a total of 48,000 metric tons. This notable uptick is attributed in part to a collaborative initiative between the All-Russian Research Institute of Fisheries and Oceanography (VNIRO) and OJSC Melkombinat (Aquarex), a local feed company established in 2009.

Under the guidance of VNRIO scientists and specialists, Aquarex has played a crucial role in producing starter and production feeds for various aquaculture facilities. Extensive testing of aquaculture feed was conducted at over 60 fish farms in 2023, demonstrating the effectiveness of domestically produced feed.

Buoyed by the success of this collaboration, Aquarex has announced plans to construct a new aquaculture feed plant in Russia’s Smolensk region. The proposed facility is anticipated to have a production capacity exceeding 100,000 metric tons annually, further enhancing domestic aquafeed production.

The surge in aquaculture feed production follows the withdrawal of international aquaculture feed companies from the Russian market amid geopolitical tensions. To address potential feed shortages, Russian aquaculture firms have sought alternative sources, including feed imports from countries such as Iran, Turkey, and Belarus.

Despite initial concerns over feed shortages, Rosrybolovstvo reports robust aquaculture production in 2023, surpassing original forecasts. Total aquaculture production is estimated to exceed 400,000 metric tons, reflecting an 8 percent increase over 2022 figures.

However, some Russian analysts have raised questions about the reporting methods employed by Rosrybolovstvo. Inna Golfand, in particular, has pointed out that the agency’s figures include both commercial and non-commercial aquaculture production, potentially inflating the reported totals.

Vijayawada: The Confederation of Indian Industry (CII), Andhra Pradesh chapter, has expressed its approval of the interim budget unveiled by Union Finance Minister Nirmala Sitharaman on Thursday.

Dr. M Lakshmi Prasad, Chairman of CII, AP, praised the interim budget for its focus on inclusive and sustainable growth, coupled with efficient governance. He highlighted India’s commendable position amidst a global economic slowdown, attributing it to the country’s strategic approach.

Dr. Prasad welcomed the introduction of the blue economy scheme, emphasizing its potential for enhancing India’s fisheries industry through restoration, adaptation measures, and the integrated development of coastal aquaculture and mariculture. He noted that such initiatives could significantly increase aquaculture productivity, providing approximately 5.5 million employment opportunities.

Chairman of CII Vijayawada, Dr. A Venkataramana, commended the budgetary measures aimed at achieving ‘net-zero’ emissions by 2070, particularly the proposal for viability gap funding to harness offshore wind energy. He also applauded the government’s efforts to bolster the e-vehicle ecosystem through support for manufacturing and charging infrastructure.

Potluri Bhaskara Rao, President of Andhra Pradesh Chambers of Commerce and Industry Federation (AP Chambers), along with General Secretary B Raja Sekhar, acknowledged the interim budget’s focus on key sectors such as agriculture, youth, and women empowerment. They noted the government’s commitment to the development of these sectors, as outlined by Finance Minister Sitharaman.

In the interim budget, Sitharaman allocated Rs 2,352 crore for the “Blue Revolution,” aimed at doubling farmers’ income through fisheries development, management, and promotionโ€”an increase from the previous year’s allocation of Rs 1,500 crore.

Sitharaman highlighted the government’s efforts in the fisheries sector, including the establishment of a dedicated department, which contributed to doubling both inland and aquaculture production. She also emphasized the doubling of seafood exports since 2013-14 and announced the expansion of the Pradhan Mantri Matsya Sampada Yojana (PMMSY).

The Matsya Sampada Yojana aims to revolutionize the fisheries sector by promoting sustainable development, thereby increasing aquaculture productivity and facilitating the achievement of the export target of Rs 1 lakh crore, which is expected to create 5.5 million employment opportunities, Sitharaman added.

The Department of Fisheries, operating under the Ministry of Fisheries, Animal Husbandry, and Dairying, Government of India, has embarked on a transformative journey to uplift the fisheries industry and bolster the livelihoods of fishermen nationwide. Through a series of strategic schemes and initiatives, the government aims to realize the full potential of the fisheries sector while ensuring the welfare of fishers and stakeholders.

One of the flagship schemes spearheading this endeavor is the Centrally Sponsored Scheme (CSS) on Blue Revolution, which ran from 2015-16 to 2019-20 with an impressive central outlay of Rs. 3000 crore. Under this initiative, fisheries projects with a substantial investment of Rs. 5000 crore were sanctioned, catalyzing significant advancements in the sector. The scheme focused on integrated development and management of fisheries, laying the foundation for sustainable growth and prosperity.

Another pivotal program driving the transformation of the fisheries landscape is the Pradhan Mantri Matsya Sampada Yojana (PMMSY), in operation from 2020-21 to 2024-25, with a massive investment commitment of Rs. 20050 crore. This visionary scheme aims to revolutionize the fisheries sector by enhancing fish production, improving value chain efficiencies, and empowering fishermen, fish vendors, and micro & small enterprises. With projects worth Rs. 17527.22 crore already approved under PMMSY, the government is poised to unlock new opportunities and drive inclusive growth across the fisheries value chain.

In addition to PMMSY, the Fisheries and Aquaculture Infrastructure Development Fund (FIDF), initiated in 2018-19 with a substantial fund size of Rs. 7522.48 crore, plays a crucial role in facilitating the creation of fisheries infrastructure facilities. By providing concessional finance to various end implementing agencies, including State Governments/UTs, FIDF aims to catalyze infrastructural development and propel the fisheries sector towards greater heights.

Furthermore, the Union Budget 2023-24 unveiled a new sub-scheme under PMMSY, earmarking a targeted investment of Rs. 6,000 crore. This sub-scheme is designed to augment the activities of fishermen, fish vendors, and micro & small enterprises, foster value chain efficiencies, and expand market access. With a strong focus on inclusive growth and sustainable development, the government’s initiatives are set to unleash the immense potential of India’s fisheries sector and uplift millions of lives.

These schemes offer a comprehensive range of support measures for traditional fishers, encompassing livelihood and nutritional assistance, insurance coverage, provision of essential equipment such as boats and nets, and deployment of communication/tracking devices for enhanced safety and efficiency. Additionally, PMMSY extends support for deep-sea fishing vessels, alternative livelihood activities, training & skill development, cold-chain infrastructure, and marketing facilities, among others, to empower fishers and enhance their resilience in a dynamic environment.

Significantly, PMMSY places special emphasis on inland fisheries and aquaculture production, aiming to boost productivity through expansion, intensification, and diversification initiatives. By integrating technological innovations such as Re-circulatory Aquaculture System (RAS), Biofloc, and Cage culture, the scheme seeks to enhance production efficiency and sustainability. Moreover, PMMSY prioritizes quality fish seed supply, water quality management, and training & capacity building initiatives to equip stakeholders with the necessary skills and knowledge for success.

Over the past three financial years (2020-21 to 2022-23) and (2023-24), PMMSY has approved projects worth Rs. 7263.67 crore for the development of the inland fisheries and aquaculture sector. These investments are geared towards fostering increased fish production, generating employment opportunities, and improving the livelihoods of fishers and other stakeholders across the value chain.

 

As part of its holistic approach, PMMSY lays special emphasis on training, skill development, and capacity building, conducted through collaborative programs involving various stakeholders. Partnering with esteemed organizations such as the National Fisheries Development Board (NFDB), Indian Council of Agriculture Research (ICAR) Institutes, Krishi Vigyan Kendras (KVKs), and Central and State Universities, PMMSY endeavours to empower fishers, fish farmers, fish workers, and fisheries cooperatives with the requisite knowledge and skills to thrive in a rapidly evolving landscape.

In essence, the government’s initiatives reflect a visionary commitment to unlocking the full potential of India’s fisheries sector and driving inclusive growth and sustainable development across the country. Through strategic interventions and collaborative efforts, the government aims to transform the fisheries landscape, uplift millions of livelihoods, and propel India towards a prosperous and resilient future.

Five fishermen hailing from the Arcottuthurai coastal village in Nagapattinam district, Tamil Nadu, fell victim to a vicious attack and robbery while navigating the open waters.

Returning to Nagapattinam in the early hours of Saturday, the fishermen recounted the terrifying incident that unfolded amidst the sea on Friday night. They promptly lodged a complaint with the Vedaranyam police station, detailing the traumatic encounter.

According to their account to the authorities, the fishermen were fishing approximately 16 nautical miles southeast of the Kodiyakkarai coast when they were ambushed and stripped of their possessions.

The victims, identified as Ponnuthurai (51) and S. Jeyachandran (40), set out from Arcottuthurai near Vedaranyam aboard a fiberglass boat on Friday afternoon. Meanwhile, G. Raman (51), R. Ramesh (28), and J. Sivakumar (40) embarked on a similar fishing expedition from the same village in another fiberglass vessel.

The assault transpired as both groups of fishermen were engaged in their activities around midnight, some 20 nautical miles southeast of the Kodiyakkarai coast. Suspected to be Sri Lankan assailants, four individuals intercepted their fishing boats, launching an aggressive attack and looting their belongings.

According to police sources, the robbers made away with essential items including Global Positioning System (GPS) devices, a mobile phone, and a smartwatch belonging to the fishermen.

This incident marks the first reported maritime attack in 2024, amidst a string of similar incidents faced by fishermen from Nagapattinam district, with at least eight occurrences reported between August and December of the previous year.

Prompt action has been initiated by the Vedaranyam Marine Police of the Coastal Security Group, who have commenced an investigation into the matter.

Expressing deep concern over the escalating threats faced by fishermen, R. Periaswamy, a prominent fishermen leader, emphasized the urgent need for robust interventions from both the central and state governments to quell such attacks and ensure the safety of seafarers.

Finance Minister Nirmala Sitharaman presented the interim budget for 2024 in Parliament on Thursday, unveiling a series of initiatives aimed at bolstering the fisheries sector and generating employment opportunities.

Sitharaman’s announcements included plans to elevate the Pradhan Mantri Matsya Sampada Yojana (PMMSY) to enhance aquaculture productivity, with the ambitious goal of doubling seafood exports to Rs 1 lakh crore.

Highlighting the government’s commitment to supporting the fisheries industry, Sitharaman noted the establishment of a dedicated Department for Fisheries, which has contributed to a significant increase in both inland and aquaculture production.

Inland fish production has surged from 61 lakh tonnes in 2013-14 to 161 lakh tonnes, positioning India as the third-largest fish producer globally, with an 8% contribution to total global fish production.

Under the PMMSY, the government aims to raise aquaculture productivity from 3 to 5 tons per hectare, promising to create 55 lakh employment opportunities in the near future. Additionally, plans are underway to establish five integrated aqua parks to further stimulate growth and development within the sector.

Industry stakeholders have welcomed the budgetary focus on fisheries, expressing optimism about its potential to drive employment growth and economic prosperity. Aditya Dash, Managing Director of Ram’s Assorted Cold Storage Limited, commended the government’s attention to productivity and adaptability, stressing the importance of consulting industry stakeholders during the formulation of detailed schemes.

Pawan Kumar, President of the Seafood Exporters Association of India (SEAI), lauded the government’s intent to enhance aquaculture exports. However, he suggested granting agriculture status to aquaculture for additional support. Kumar also welcomed Sitharaman’s mention of blue economy 2.0, which includes plans to integrate coastal aquaculture and mariculture, promoting climate-resilient activities.

Anand Ramanathan, Partner at Deloitte India, emphasized the budget’s comprehensive approach to fostering growth and productivity in aquaculture. He noted investments in export promotion and infrastructure development, including aqua parks, as key drivers of sectoral expansion.

Overall, stakeholders anticipate significant progress and employment opportunities within the fisheries sector as a result of the budgetary initiatives outlined by Sitharaman. The interim budget, presented ahead of the general elections later this year, signals the government’s commitment to supporting and nurturing India’s vital fisheries industry.

President Jatin Rathod highlighted the unique characteristics of the fish, noting its ability to thrive in aquariums when small but posing a threat to other fish as it grows larger. The discovery of such fish in the River Mindhola raises concerns about the local aquatic ecosystem.

One notable feature of the sour-mouth catfish is its resilience, capable of surviving for up to a day without water and enduring hunger for five days. With the potential to grow over three feet long, experts warn of its predatory nature, preying on other fish species and their eggs, thus disrupting the delicate balance of the ecosystem.

Speculation surrounds the origins of the fish, with suggestions that it may have been introduced into the river after being kept in an aquarium. Given that the sour-mouth catfish is not native to Indian water bodies, its presence in the River Mindhola poses challenges for local conservation efforts.

After four years of prohibition, there’s a glimmer of hope for India’s fishermen community and seafood exporters as the US administration hints at lifting the ban on Indian wild caught shrimp. A team of experts from the National Oceanic and Atmospheric Administration (NOAA) is scheduled to arrive in Kochi on February 19 to evaluate and potentially grant final approval to the Turtle Excluder Device (TED) developed by the Central Institute of Fisheries Technology (CIFT) based in Kochi.

The ban was initially imposed due to concerns over unregulated fishing practices posing a threat to endangered turtle species. The approval of the TED, designed to address these concerns, could pave the way for the ban’s reversal. If granted, coastal states will be urged to encourage trawl boat owners to incorporate the device into their fishing gear. Once acceptance and compliance are confirmed, the ban could be lifted, promising better international market prices for Indian shrimp and increased revenue for fishermen.

Sea turtles, critically endangered or threatened, often fall victim to unregulated fishing methods. The introduction of the TED aims to mitigate this risk. Previously, the design of the TED did not meet NOAA standards, leading to the ban on Indian wild shrimp imports. However, consultations between CIFT and NOAA led to the development of a design meeting the necessary criteria.

Excitement mounts within the seafood export industry as hopes rise for the ban’s withdrawal, potentially revitalizing India’s presence in the US wild caught shrimp market. Stakeholders anticipate increased demand and prices, benefiting various sectors including exporters, workers, boat operators, and fishermen.

However, challenges remain, with calls for government subsidies to facilitate the installation of the device due to associated costs. Furthermore, ensuring widespread adoption across coastal states will be crucial for effective implementation and success.

The fishing industry awaits with anticipation, ready to embrace innovation in hopes of a brighter future amidst current hardships.
