Climate Change Causes $140 Million Loss in Bangladesh’s Aquaculture Sector Over the Past Decade

Bangladesh’s aquaculture industry has incurred a substantial loss of $140 million over the past decade due to the impacts of climate change, according to a recent analysis. The study, published in Climate Risk Management, emphasizes the urgent need for improved climate data services to address the vulnerabilities of the sector.

The research reveals that Bangladesh is highly susceptible to increasing extreme weather events, posing a significant threat to its aquaculture industry. Effective climate information services are identified as a crucial approach to reducing climate risks, enabling fish farmers to make informed decisions and enhance production management processes.

Aquaculture and fisheries contribute nearly 26 percent to Bangladesh’s agricultural gross domestic product, but fish farmers in the country face growing challenges from climate change-induced extreme weather events. The lack of specific climate data for aquaculture, including unpredictable rainfall, heatwaves, and cold spells, hampers the assessment and implementation of effective climate risk management strategies.

The study highlights flooding as the most financially detrimental and frequently occurring hazard for aquaculture, leading to a loss of approximately 54,000 tons of production valued at $93 million between 2011 and 2020. Cyclones rank as the second most harmful, causing a loss of 12,000 tons of fish products valued at $24.8 million.

Despite the significant impact of climate change on the aquaculture sector, the analysis indicates a slow adoption of climate services for aquaculture in global South countries. The delay is attributed to a lack of awareness about the economic benefits of these services and historical focuses on crop-related tools. However, the study underscores the valuable role that climate services can play in providing essential data for decision-making related to adaptation, risk mitigation, and uncertainty management in aquaculture.

In order to garner greater support in southern states, the union government is considering the announcement of a new scheme or the enhancement of existing schemes to benefit a specific target group ahead of the general elections, according to informed sources. While details remain undisclosed, there is speculation of additional support measures for the fishing community. With the southern states lacking BJP representation, the government aims to make an impactful announcement that resonates with the local population.

India, ranking as the world’s third-largest fish-producing country with a record production of 175.45 lakh tons in 2022-23, contributes 8% to global production, 1.09% to the country’s Gross Value Added (GVA), and over 6.724% to agricultural GVA. Recognizing the sector’s potential for growth, there are calls for focused policy and financial support to ensure sustainable, responsible, inclusive, and equitable development.

Addressing issues such as sustainability practices, export competitiveness, infrastructure gaps, and livelihood challenges within India’s marine fishing industry is crucial for the economic upliftment of fishermen. Coastal states like Andhra Pradesh, Kerala, Karnataka, and Tamil Nadu house a significant portion of India’s fishing population.

The Pradhan Mantri Matsya Sampada Yojana (PMMSY), launched as part of the Covid-19 relief package, has been operational since 2020-21 and is set to continue until 2024-25. With a total investment of Rs 20,050 crore, PMMSY aims to address critical gaps in fish production and productivity, technology, post-harvest infrastructure, and value chain modernization. Investments totalling Rs 4005.96 crore have been approved for various activities under PMMSY in the past three financial years.

The Union Budget 2023-24 introduced a new sub-scheme under PMMSY with a Rs. 6,000 crore investment. This sub-scheme focuses on supporting fish vendors, fishermen, micro and small enterprises to enhance value chain efficiencies and expand market reach.

Thiruvananthapuram:ย  Union Minister Parshottam Rupala emphasized the potential for increased income among traditional fishermen in Kerala through the installation of artificial reef units along the state’s coastlines. The Union Minister for Fisheries, Animal Husbandry, and Dairying inaugurated the innovative project via video conferencing, which aims to deploy 6,300 artificial reef units across fishing villages in the Thiruvananthapuram district.

The project, a collaboration between the central government under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and the State Fisheries Department, is designed to promote sustainable fishing practices, improve the marine landscape, and enhance the livelihoods of fishermen. Saji Cheriyan, Kerala’s Fisheries Minister, presided over the state-level launch and kicked off the project off the coast of Vizhinjam.

Union Minister Rupala highlighted the government’s approval for the installation of artificial reefs in Kerala, coupled with the promotion of sustainable fisheries and livelihoods under the PMMSY, with a total allocation of Rs 302 crore. The Department of Fisheries, Government of India, envisions sanctioning artificial reefs in all 3,477 fishing villages along the entire coastline of the country. This initiative aims to fortify fishery productivity and ensure sustainable resource management.

The project’s inauguration marks a significant step towards the development of coastal communities and the promotion of sustainable practices in the fisheries sector. Nestled along the Jinjiram river near Urpod Beel in the south-eastern part of Agia, Goalpara district, Assam, lies the Bokdo Fish Sanctuaryโ€”an exemplary testament to community initiative and ecological conservation.

Initiated in February 2013 by the Bokdo Village Community and Bokdo Youth Club, with support from the IQAC and Tourism Cell of Agia College, the sanctuary aims to preserve aquatic life and various fish species within the river’s ecosystem.

The Bokdo Fish Sanctuary has evolved into a thriving habitat for diverse aquatic animals, including Rohu Fish, Chitala, Catfish, Electric eel fish, Catla fish, Tortoises, and even Pythons. Beyond its role as a protective haven for these species, the sanctuary has transformed into a recreational park managed by the Bokdo Youth Club. Visitors can engage in adventure and water sports such as boating, camping, and cycling, making it a popular tourist destination.

Officially inaugurated on December 22, 2023, by Dr. Anupam Sarma, District Fishery Development Officer of Goalpara, the event saw participation from dignitaries representing various organizations, emphasizing the need to keep the area free from plastic and other anthropogenic impacts.

The Bokdo Fish Sanctuary stands as a prime example of how local communities can collaborate to protect and enhance their natural environment. It has become a beacon of eco-tourism, promoting socio-economic development while safeguarding the riverine ecosystem. Tourists, attracted by its natural beauty and conservation efforts, are increasingly drawn to this serene spot, further contributing to the area’s sustainable development.

The sanctuary’s unique origin story traces back to the innovative thinking of Budhint Marak, the former village head of Bokdo village, who envisioned building a fish sanctuary. With contributions from the Bokdo Youth Union and support from the tourism cell of Agia College and the district fisheries department, this initiative has turned the neglected Bakdo village into a thriving rural tourism destination.

A ban on fishing in a designated 190-meter area of the river has been instrumental in the sanctuary’s success. With conscious efforts and collaboration, the Bokdo Fish Sanctuary not only protects indigenous fish species but also fosters local tourism, illustrating the potential for sustainable development driven by community engagement and environmental conservation.

This move follows Ren’s visit to Norway as a guest of the NSC, where she toured a mackerel processing plant in ร…lesund and explored other seafood facilities.

Andreas Thorud, former head of NSC’s office in China, highlighted that these partnerships represent the beginning of the organization’s marketing efforts in China. The Department of Fisheries is organizing a National Conference on Fisheries and Aquaculture Insurance slated for January 17, 2024. The conference, spearheaded by Minister Parshottam Rupala, seeks to strengthen existing structures and explore new horizons within the insurance sector.

Scheduled to be conducted in hybrid mode at PUSA, New Delhi, the conference provides a vital platform for stakeholders in the insurance sector to engage in discussions, strategizing ways to enhance access to insurance schemes, and their benefits for fishers and fish farmers.

With the primary objective of fostering dialogue among policymakers, state officials, researchers, and fish farmers, the conference anticipates over 300 participants. These contributors are expected to share insights on improving access to insurance, promoting innovation in insurance product offerings, and discussing incentives for the sector.

The insights generated during the conference are poised to address gaps in the insurance sector, including strategies for mitigating risks through insurance, expanding access to aquaculture and vessel insurances, and fostering innovation in insurance products. The event also aims to facilitate collaboration and partnerships among stakeholders in the fisheries insurance sector.

Notable participants from esteemed institutions such as the Food and Agriculture Organization (FAO), Central Marine Fisheries Research Institute (CMFRI), ICICI Lombard, and the Insurance Regulatory and Development Authority of India (IRDAI) are expected to contribute to the discussions. Additionally, industry experts, senior officials from the Department of Fisheries, and representatives from state fisheries departments will lend their expertise to the conference.

The event will shed light on initiatives under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) aimed at ensuring the safety and security of fishers and fish farmers. Notable schemes include the Group Accident Insurance Scheme (GAIS), which, since its launch in 2020-21, has enrolled 34.15 lakh fishermen from 29 States/UTs, providing coverage against accidental death or disability.

To further strengthen safety nets, a pilot scheme on Aqua Crop Insurance (ACI) has been implemented to cover losses due to adverse climatic conditions for both shrimp and fish crops. The National Fisheries Development Board (NFDB) supports ACI by assisting with insurance premiums and promoting compliance with better management practices.

This initiative underscores the government’s commitment to nation-building through holistic growth and development in the fisheries sector.

Saankhya Labs, a subsidiary of Tejas Networks, has announced the receipt of a Provisional Purchase order valued at Rs. 96.42 Crores (excluding GST) from NewSpace India Limited (NSIL), a Government of India undertaking. The order is for the supply, installation, and commissioning of Two-Way MSS Terminals (Xponders) intended for vessel communication and support systems in Marine Fishing Vessels for Monitoring, Control, and Surveillance (MCS) along the coastal states of India.

Under this contract, Saankhya Labs will collaborate with NSIL, ISRO, and the Department of Fisheries to deploy its indigenously designed and developed satellite terminals (Xponders) on motorized and mechanized fishing vessels. Once operational, the network is expected to enhance safety and security for fishermen, addressing sea-borne threats from a national security perspective. The Xponders will provide navigational assistance, automatic boundary crossing alarms, and emergency weather alerts to fishermen.

Mr. Parag Naik, CEO and Co-founder of Saankhya Labs, expressed delight at winning this prestigious contract, emphasizing their readiness to support the Government of India’s efforts in deploying this network across coastal states. The project aims to improve the livelihood and safety of fishermen while promoting the deployment of indigenous Satcom solutions on ISRO satellites, showcasing India’s self-reliance in Satcom technology.

In a three-day International Fisheries Congress, a call has been made to establish the Fisheries Council of India and create a National Fisheries Education Framework (NFEF). The NFEF aims to set minimum standards in fisheries education, covering curriculum, infrastructure, and manpower. The resolution emphasizes the need for teacher training and evaluation programs to equip educators with the latest technologies for effective content delivery and improved student interactions.

To keep pace with technological advancements, the congress recommends reformulating existing courses, including introducing subjects like data science, digital technology, artificial intelligence, machine learning, and business management as non-credit or elective courses. The emphasis is also on enhancing communication and managerial skills to boost entrepreneurship and employability.

The congress proposes improved data collection methods in the inland fishery sector and advocates for better relations between farmers and industries. Addressing climate change challenges in the Asia-Pacific aquaculture sector is highlighted, focusing on areas such as pathogens, antimicrobial resistance, food safety, certification, and technologies.

The congress recommends establishing a global network for climate resilience, incorporating artificial intelligence in disease surveillance and monitoring. T. Pradeepkumar, Vice Chancellor of KUFOS, states that the congress’s recommendations will be submitted to Central and State governments, as well as the Food and Agricultural Organization.

Furthermore, the congress strongly urges the State government to establish the Vembanad Lake Development Authority, similar to the Chilika Lake Development Authority, for the conservation, monitoring, and development of the Vembanad Lake Ecosystem. The resolution emphasizes that the Lake Development Authority should possess regulatory powers for effective execution of its responsibilities.
