Union Home and Cooperation Minister Amit Shah announced that the National Cooperative Development Corporation (NCDC) has selected 910 primary fisheries cooperatives for development as Fish Farmer Producer Organizations (FFPOs). These cooperatives are spread across the coastal states of India, including Andhra Pradesh, West Bengal, Kerala, Tamil Nadu, Goa, Maharashtra, Gujarat, Karnataka, and Odisha. Additionally, 70 new FFPOs have been registered in the cooperative sector.

Speaking at a press conference, Minister Shah highlighted the government’s commitment to enhancing the fisheries industry through robust cooperative structures. “The NCDC has undertaken a comprehensive plan to strengthen the fisheries sector by selecting 910 primary fisheries cooperatives for development as FFPOs. This initiative is aimed at empowering fish farmers and boosting their productivity and income,” said Shah.

The minister also announced that the NCDC has provided financial assistance to the Government of Maharashtra and cooperatives in Gujarat for the purchase of 44 deep sea trawlers. “This financial support is part of our broader strategy to equip fish farmers with modern and efficient fishing vessels, which will enhance their capabilities in deep-sea fishing,” he added.

Shah elaborated on the collaborative effort behind this initiative, stating, “The plan for setting up new primary cooperative societies, including fisheries and other cooperative societies, is being implemented by NCDC with the support of NABARD, National Dairy Development Board (NDDB), National Fisheries Development Board (NFDB), National Level Cooperative Federations, and State Governments. This multi-agency approach ensures comprehensive support and resources for the development of the fisheries sector.”

The National Coastal Mission Scheme (NCM), under the National Coastal Management Program, continues to make significant strides in coastal conservation and management. The program is structured around four main components:

Implementation and Funding

The NCM is implemented by the State Governments of Coastal States and Union Territory (UT) Administrations. Funding is released based on proposals reviewed by the Ministry, ensuring targeted and effective use of resources.

Financial Support and Achievements

From 2018-19 to 2023-24, a total of ₹7.94 crore has been allocated under both the Externally Aided Programme (EAP) and non-EAP components. This funding has facilitated the development of infrastructure facilities, pollution abatement, safety surveillance, and beach cleaning in Andhra Pradesh.

Integrated Coastal Zone Management Project (ICZMP)

In addition, the Government of India, through the Ministry of Environment, Forest and Climate Change (MoEFCC), has implemented the Integrated Coastal Zone Management Project (ICZMP). This project has significantly contributed to mapping hazard lines, eco-sensitive areas, and sediment cells along the entire coastline of India, including Andhra Pradesh.

In a recent development, the Gujarat government has extended the fishing ban in the Arabian Sea by an additional two weeks, now set to last until August 15. This decision has sparked criticism from the Congress party, which describes the extension as “unfair and reckless,” citing potential financial strain on local fishermen.

A senior official from the Gujarat fisheries department confirmed on Sunday that the extension was decided in consultation with the central government. The move follows a request from the fishermen’s association, which argued that extending the ban would allow more time for fish to breed. The government also considered scientific data and current weather conditions in making the decision. It is anticipated that other western coastal states may adopt similar measures.

Previously, the annual fishing ban in Gujarat was observed from June 1 to July 31. However, the Gujarat fisheries department issued a notification on July 31 amending the Gujarat Fisheries (Amendment) Rules, 2020. The updated rules now prohibit fishing in both inland and territorial waters from June 1 to August 15, totaling 76 days per year.

Congress leader Shaktisinh Gohil criticized the abrupt extension, stating that it was made without proper discussion with the fishing community. He highlighted that fishermen had already made preparations for the fishing season, including purchasing diesel, ice, and other supplies, and had traveled to their fishing locations under the assumption that the season would begin on August 1. Gohil further noted that fishermen were now left stranded and facing financial losses due to the last-minute change.

The Congress also pointed out that unlike in other states, Gujarat does not offer financial support to fishermen during the fishing ban period.

Gujarat’s Director of Fisheries, Narander Kumar Meena, defended the decision, explaining that it was made in response to requests from the fishermen’s association and based on scientific evidence. He noted that the fishing ban period was previously from June 10 to August 15 but had been adjusted to start earlier from June 1. Meena indicated that this extension was a measure to align with broader regulations and that similar policies might be adopted by other western coastal states in the future.

In the 2020-21 period, Gujarat had 36,980 registered fishing boats, and marine fishing revenue for 2021-22 was reported at ₹7,659 crore.

Aquaculture plays a crucial role in meeting the growing global demand for aquatic food while addressing food security and environmental challenges. Ensuring sustainable development of aquaculture requires effective management strategies. One such approach gaining traction is the implementation of aquaculture co-management systems, as outlined in the newly released FAO Guidebook for developing aquaculture co-management systems. This Guidebook provides a comprehensive roadmap for governments, NGOs, and private sector actors to establish and enhance aquaculture co-management systems, aiming to improve environmental, social, and economic outcomes in the sector.

Aquaculture co-management refers to a collaborative approach to decision-making and resource management. By sharing responsibilities, rights, and benefits among stakeholders, including government agencies, producers, and other relevant actors, co-management aims to address shared risks and resources in aquaculture production through inclusive and participatory processes.

KwangSuk Oh, Team Leader of National Planning and Development Support of the FAO Fishery and Aquaculture Division, comments, “Aquaculture co-management involves collaborative decision-making among stakeholders to address shared risks and resources in aquaculture production, and gives voice to all, including small scale farmers. Collaborative approaches have been successful in fisheries, enhancing trust, knowledge sharing, and decision-making processes. Aquaculture co-management is essential in achieving sustainable and responsible aquaculture practices and meeting the Sustainable Development Goals of the 2030 Agenda.

The Guidebook defines aquaculture co-management as the implementation of methods and actions to farm aquatic products sustainably. It seeks to improve the sustainability, efficiency, and resilience of aquaculture operations by promoting stakeholder engagement, adaptive management practices, and knowledge sharing. The Guidebook also emphasizes the challenges and possibilities in collaborative aquaculture management that extends beyond individual farms. By tackling concerns like disease control, resource allocation, and environmental impacts, co-management approaches can improve the long-term viability of aquaculture.

Effective implementation of aquaculture co-management requires a systematic approach, including key steps for establishing collaborative frameworks and monitoring progress. By drawing on lessons from fisheries co-management, the Guidebook provides a framework for implementation, monitoring, and evaluation of co-management systems. This adaptive approach aims to foster inclusive, legitimate, and innovative aquaculture practices that contribute to sustainable aquatic food systems.

Through the implementation of aquaculture co-management systems, stakeholders can work together to manage shared risks and resources, ultimately contributing to the long-term success and resilience of aquatic food systems, thus contributing to their Blue Transformation.

In a significant move to bolster the aquaculture industry, Israel’s Ministry of Agriculture and Food Security has announced a support package worth approximately 10 million Shekels (USD 2.65 million). This funding aims to encourage investments in the breeding, raising, and harvesting of fish, shellfish, and aquatic plants, aligning with the government’s efforts to reduce the cost of living by lowering tariffs on various fish types.

The financial support will be allocated proportionally to the marketed ton of fish, with 5,500 Shekels (USD 1,462) provided per ton. This initiative targets breeders of fish such as bream, barramundi, bass, sea bass, mullet, and others, aiming to provide them with the necessary resources to thrive amidst changing economic conditions.

Oren Lavi, Director General of the Ministry of Agriculture and Food Security, emphasized the strategic importance of this initiative, stating, “The management of the ministry sees great importance in promoting protein solutions for the population, including the development of food from water. These days, we are working to remove many barriers to the activity of this branch of all its types, while building a strategic plan, as part of the formulation of Israel’s food security plan.”

The Ministry highlighted the growing significance of the aquaculture industry, noting that fish production in artificial ponds and fish cages in the sea now surpasses traditional fishing methods. This shift has turned aquaculture into a major industry capable of meeting the rising demand for seafood.

A recent visit to WorldFish research facilities by a delegation led by Dr. Himanshu Pathak, Secretary of the Department of Agricultural Research and Education and Director General of the Indian Council of Agricultural Research (ICAR), underscores India’s commitment to advancing its aquaculture sector. The delegation visited WorldFish headquarters in Penang on July 18, 2024, sharing their vision and priorities with WorldFish scientists and touring state-of-the-art aquaculture research labs focused on aquatic animal genetics, health, and feed

“We want to sustainably increase production and adapt our fisheries and aquaculture to climate change. For this, we are seeking the latest in science and technologies from around the world to fulfill these objectives,” said Dr. Pathak.

With the second-largest aquaculture sector in the world, primarily farming carp and prawns, India is well-positioned to share its expertise and technical knowledge with other countries aspiring to develop their blue economies, promoting South-South collaboration.

The visit follows the signing of a five-year joint work plan in June 2024 between ICAR and WorldFish. This agreement initiates the implementation of a second five-year research collaboration after the successful completion of the 2019-2023 cycle. The 2024-2028 work plan outlines collaborative research activities with three ICAR institutes: Central Inland Fisheries Research Institute, Central Institute of Fisheries Technology, and Central Institute of Freshwater Aquaculture.

This renewed partnership aims to leverage advanced scientific research and innovative technologies to sustainably boost aquaculture production in India, addressing climate change challenges and fostering economic growth through enhanced aquaculture practices.

The Economic Survey of 2024, in its 12th chapter on the Infrastructure of Indian ports, highlights the rapid expansion of Indian ports to meet growing trade demands. India’s global maritime competitiveness has improved, with its ranking in the International Shipments category of the World Bank Logistics Performance Index rising to 22nd in 2023 from 44th in 2014. Major port capacity has nearly doubled since 2014, and container turnaround time has decreased by 50% between 2014 and 2023-24. Union capital expenditure on the ports, shipping, and waterways sector grew by 27% between FY23 and FY24.

The budget speech mentioned reforms to improve the Indian shipping industry’s share and generate employment, including ownership, leasing, and flagging reforms. It also highlighted the potential for cruise tourism in India, proposing a simpler tax regime for foreign shipping companies operating domestic cruises. The minister recommended a presumptive taxation regime for non-resident cruise ship operations and exemptions on income from lease rentals of cruise ships. Customs duty on components and consumables for vessel manufacturing, as well as duties on technical documentation and spare parts, will be removed.

India is emerging as a cruise destination, with expected passenger volume increasing from 470,000 to 2 million by 2030. Coastal and inland cruise tourism is growing, and the budget provisions will encourage entrepreneurs and tour operators. The application of a presumptive tax and removal of customs duties on vessel manufacturing components are seen as incentives for the shipbuilding and repair industry.

India’s shipbuilding industry faces challenges such as low demand, lack of access to low-interest capital, outdated manufacturing technology, and a shortage of skilled labor. Many shipyards have shut down or operate at low capacity. The budget’s focus on ownership, leasing, and flagging reforms aims to spur demand for shipbuilding. However, the absence of a maritime development fund remains a concern.

The Shipbuilding Financial Assistance Policy Scheme, launched to support shipyards with contracts signed between April 1, 2016, and March 31, 2026, has seen 39 shipyards register, with 18 utilizing the benefits. The Recycling of Ships Act, 2019, aims to set international standards for ship recycling and ensure safe practices, with the Directorate General of Shipping designated as the National Authority for Recycling of Ships.

The government intends to make India one of the top 10 shipbuilding nations, with a shipbuilding policy in development. The hope is that these initiatives will revive the ship manufacturing and repair sector, despite concerns about capital formation.

In a significant legal development, the Gujarat High Court has dismissed the pleas of former BJP ministers Parshottam Solanki and Dileep Sanghani, who sought discharge in an alleged Rs 400-crore fisheries scam. The court of Justice Hemant Prachchhak on Friday rejected the petitions filed by Solanki, Sanghani, and Arjun Suthariya. These petitions challenged a March 12, 2021, order from a special Anti-Corruption Bureau (ACB) court that denied their discharge applications.

The alleged scam dates back to 2008, when Solanki served as the minister of state for fisheries and Sanghani was the cabinet minister for agriculture in Gujarat. The case was brought to light by Palanpur-based businessman Ishaq Maradia, who accused Solanki of bypassing standard procedures by allotting fishing contracts without adhering to the tendering process. Maradia claimed that this led to a “Rs 400-crore scam,” with contracts being illegally granted for fishing in 58 reservoirs across the state.

In previous hearings, Solanki contended that Sanghani, as the cabinet minister at the time, had authorized the fisheries contracts. Maradia initially approached the High Court in 2012 after the state government failed to grant sanctions to prosecute Solanki. However, then-Gujarat Governor Dr. Kamla Beniwal overruled the state cabinet on July 30, 2012, and sanctioned Solanki’s prosecution under the Prevention of Corruption Act.

Following this, Maradia filed an application in the ACB court demanding action against Solanki and Sanghani. In response, the ACB court in Gandhinagar ordered an investigation into the allegations in May 2013. The ACB’s report, submitted in 2015, indicated irregularities in the awarding of the fisheries contracts.

The former ministers approached the High Court after the Gandhinagar court issued summons based on the ACB’s findings. Notably, in 2018, the High Court had already dismissed pleas from the two BJP leaders, which challenged the proceedings initiated by the special ACB court in connection with the alleged scam.

At CMFRI, he continued to excel in marine biology and oceanography, eventually rising to the position of Head of Department.

Dr. George’s expertise is recognized internationally, having worked in renowned laboratories abroad. His recent tenure at the SAARC Headquarters in Bangladesh further underscores his leadership and commitment to advancing marine fisheries.
