Kochi: India demonstrated its dedication to marine ecosystem conservation, with a focus on mangroves and coral reefs, at a United Nations meeting in Seoul, South Korea. The Sustainable Ocean Initiative (SOI) workshop, conducted recently, aimed to accelerate the implementation of the Kunming-Montreal Global Biodiversity Framework (KMGBF) under the UN Convention on Biological Diversity (CBD).

During the meeting, India underscored its commitment to marine conservation, presenting research findings from the ICAR-Central Marine Fisheries Research Institute (CMFRI). The report highlighted CMFRI’s efforts in developing a framework to estimate the conservation value of ecologically sensitive areas (ESAs), mapping a total area of 34,127.20 square kilometers, including mangroves, coral reefs, seagrass, salt marsh, sand dunes, mudflats, and more.

Dr. Shubhadeep Ghosh, Assistant Director-General of the Indian Council of Agricultural Research (ICAR), New Delhi, and Dr. Grinson George, Principal Scientist and Head of the Marine Biodiversity and Environment Management Division of ICAR-CMFRI, presented India’s report. The presentation covered national conservation priorities and targets, highlighting CMFRI’s research in developing a deep learning-enabled image recognition model for classifying underwater coral images as part of efforts to restore ocean ecosystems.

Dr. Grinson George also discussed CMFRI’s initiatives in coral reef restoration through transplantation in the Gulf of Mannar, the Gulf of Kutch, and the Lakshadweep regions. The report further outlined CMFRI’s endeavors to map the spatial distribution of aquatic invasive species in the northern Indian Ocean region. India’s participation in the workshop aligns with its broader commitment to global goals and targets related to marine and coastal biodiversity.

Bhubaneswar: Dr. Hussain Rasheed Hassan, the Hon’ble Minister of Fisheries, Marine Resources, and Agriculture of Maldives, along with Mr. Ahmed Naasir, Deputy Minister of Fisheries, Marine Resources, and Agriculture, paid a visit to the ICAR-Central Institute of Freshwater Aquaculture (CIFA) in Bhubaneswar on November 6, 2023.

During their visit, Dr. Hussain and Mr. Naasir toured the various facilities at ICAR-CIFA, including the Diversified Fish Species Pond, Improved Rohu (Jayanti) Unit, Catfish Unit, Biofloc Unit, Feed Mill, Scampi Unit, and Ornamental Fish Unit. Dr. Hussain engaged with scientists from different units, expressing appreciation for ICAR-CIFA’s significant efforts in diversifying freshwater aquaculture in India. He commended the institute’s genetic improvement work and emphasized the importance of applying scientific practices for sustainable development.

In his address, Dr. Hussain highlighted the crucial role of climate resilience and urged for a scientific approach to achieve sustainable development, advising against becoming climate refugees. He lauded the Indian Government’s flagship developmental program under PMMSY and recognized India’s contribution to maritime and other developments in Maldives. Dr. Hussain expressed satisfaction with ICAR’s integrated research program.

Dr. S.S. Giri, Director (I/C) of ICAR-CIFA, provided a brief overview of the institute’s activities during the interaction program, detailing the various research initiatives. Dr. J.K. Sundaray, Head of the Fisheries Genetics and Biotechnology Division (FGBD), proposed the vote of thanks at the end of the visit.

Udaipur: Preparations are underway to declare Badi Lake, located in Udaipur, as the first major lake in the state of Rajasthan to be designated as a conservation reserve. The primary objective of this initiative is to protect the nearly extinct Mahseer fish species, which was once abundant in various locations across the state, including the Chambal River. However, due to declining populations, the Mahseer fish is now exclusively found in Badi Lake.

The government has formally sought the support of the Forest Department for this proposal, underscoring the urgent need for conservation efforts to preserve the Mahseer fish. Badi Talab is poised to become the district’s second conservation reserve, following the designation of Bagdara Nature Park on December 20, 2022, which is specifically dedicated to the preservation of crocodiles.

Upon the official declaration, full jurisdiction over Badi Lake will be transferred from the Panchayat to the Forest Department. The conservation status bestowed upon Badi Lake will lead to a complete prohibition of all human and commercial activities in its vicinity.

This move is expected to attract tourists and wildlife enthusiasts eager to witness the unique Mahseer fish, which is exclusive to Udaipur within the state. Known for its habitat preference for clean water, the Mahseer fish has faced threats to its survival due to escalating pollution levels in lakes and ponds. While it was once found in various lakes in the city, including Fatehsagar, Pichola, and Udaisagar, pollution, primarily from sewage water, has restricted its presence mainly to Badi Lake.

The conservation initiative aims to provide a protected environment for the Mahseer fish and contribute to its preservation, highlighting the importance of safeguarding unique and endangered species in Rajasthan’s natural ecosystems.

Alvin Anto, a dedicated professional at the ICAR-Central Marine Fisheries Research Institute (CMFRI), has received national recognition by clinching the prestigious Hasmukh Shah Memorial Award for Ecological Studies in the research category for the year 2023. The award, accompanied by a ₹2 lakh cash prize and a certificate of recognition, commends Anto’s noteworthy research endeavours centred around the resilience of coral reefs in the Lakshadweep islands.

Anto’s research sheds light on the increasing threats faced by these critical ecosystems, stemming from the impacts of climate change and various human-induced factors. The Hasmukh Shah Memorial Award, established by the Gujarat Ecology Society and sponsored by the Kachnar Trust, aims to acknowledge and reward individuals who have made significant contributions to addressing and mitigating urgent sustainability or social issues through innovative environmental, technical, or social solutions, as communicated by CMFRI.

As an ardent ocean enthusiast and a certified dive master through the Professional Association of Diving Instructors, Anto has led numerous underwater surveys, focusing particularly on coral reefs and the associated marine life in India’s coastal regions and islands. His research has played a pivotal role in providing invaluable insights and data crucial for ongoing conservation initiatives.

Itanagar: A day-long training program was organized in Ami, Lower Subansiri district, Arunachal Pradesh in a collaborative effort between the National Fisheries Development Board (Northeast Regional Centre), Guwahati, and the state fisheries department. The event, attended by fifty farmers, aimed to enhance fish production in the region through the dissemination of scientific practices in fish farming.

Presided over by the Officer In-charge of the Northeastern Regional Centre, Guwahati, along with officials from the ADF Directorate of Fisheries in Itanagar and the Lower Subansiri district Fisheries Development Officer Liagi Lasa, the program focused on creating awareness about recent advancements in fisheries and aquaculture technology. Various aspects, including recurring low productivity and strategies to overcome challenges, were covered by resource persons.

During the inauguration, Lower Subansiri Deputy Commissioner Bamin Nime highlighted the significance of fisheries and aquaculture in poverty alleviation and socio-economic development for farmers. Expressing satisfaction with the program being organized in Ziro, he hoped for future training initiatives that would further benefit fish farmers in the region. The collaborative effort seeks to empower farmers with the latest knowledge and techniques to boost fish and fish seed production in Arunachal Pradesh.

Aquaex India 2023, the largest event on fisheries and aquaculture in South Asia, concluded with resounding success on November 4th, establishing itself as a pivotal platform for industry stakeholders. With the participation of over 100 exhibitors, the event attracted a substantial footfall, including enthusiastic students eager to delve into the world of fisheries and aquaculture.

Aquaex India provided a comprehensive overview of the industry’s current landscape, fostering collaboration and knowledge exchange among professionals.

To engineer an effective implementation of Aquaculture Crop Insurance scheme for Shrimp and Fish under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) scheme, the Department of Fisheries, part of the Ministry of Fisheries, Animal Husbandry, and Dairying, organized a crucial meeting. Chaired by Dr. Abhilaksh Likhi, the Secretary of the Department of Fisheries, the gathering aimed to address and understand the technical challenges associated with the Aquaculture Crop Insurance scheme.

The meeting, attended by Joint Secretaries of the Department of Fisheries, Chief Executive of the National Fisheries Development Board (NFDB), senior officials from insurance companies, Department of Finance Services (DFS), Central Institute of Brackish Water Aquaculture (CIBA), and State/UT government officials, served as a platform for collaborative discussions.

Dr. Abhilaksh Likhi underscored the importance of identifying gaps and fostering concerted efforts from all stakeholders to ensure the benefits of Aquaculture crop insurance reach all eligible fishers. He emphasized the need for enhanced understanding of insurance concepts among stakeholders and proposed training sessions on Best Management Practices to strategically implement the Insurance scheme.

Dr. L. Murthy, Chief Executive of NFDB, provided an overview of the pilot-scale insurance scheme for shrimp and freshwater fish in flood-prone areas of Andhra Pradesh and other regions across the country.

Ms. Neetu Prasad, Joint Secretary (Marine Fisheries), suggested the establishment of a governing structure aligned with the Pradhan Mantri Fasal Bima Yojana (PMFBY) as a crucial aspect to consider.

Shri Sagar Mehra, Joint Secretary (Inland Fisheries), presented a brief on a pilot project for Aquaculture Crop Insurance covering both fish and shrimp crops under PMMSY. He highlighted Best Management Practices in aquaculture shrimp farming and stressed the need for managing risks faced by marginalized farmers through crop insurance.

The meeting concluded with an open discussion involving various agencies. Clarifications were sought on practical and on-the-ground issues, and agencies provided insightful suggestions and feedback for the successful implementation of the scheme, including the development of new insurance products.

Tamil Nadu Chief Minister M.K. Stalin has reached out to Union Minister of External Affairs S. Jaishankar, urging intervention for the release of 12 fishermen from Tamil Nadu currently in custody of the Maldives government. Stalin’s letter emphasized the fishermen’s dependency on their catch for livelihood and highlighted the excessive penalty imposed by the Maldives, asserting that it could lead to permanent impoverishment.

In the correspondence, a copy of which was shared with the media, Chief Minister Stalin urged Minister Jaishankar to seek a waiver of the hefty ₹2.25 crore (MVR 42,00,000) penalty and secure the release of the fishermen along with their fishing vessel. Stalin expressed confidence that timely intervention by the Union Minister could bring relief to the affected fishermen and their families, currently facing a challenging situation.

The 12 fishermen were apprehended by the Maldives National Defense Force on October 22 on charges of trespassing and fishing in the island nation’s maritime zones. Subsequently, on November 1, the Ministry of Fisheries, Marine Resources, and Agriculture of the Republic of Maldives imposed the substantial fine on the fishing vessel’s operator, with a 30-day deadline for settlement, failing which the vessel would face detention.

Aquaex India 2023, world-class fisheries and aquaculture expo is getting ready to be unveiled tomorrow. On the account of this inauguration, organizers and team members of the event conducted a press meet in Bhimavaram, Andhra Pradesh.

Samir Patra, Director-Aquaex India, mentioned about the need of fisheries exhibitions like Aquaex India in order to catalyse the sector and find new markets for the products.

This fifth iteration in the Aquaex India events line-up is going to take place at Radha Krishna Convention Centre, in Bhimavaram from 2^nd-4^th November.

Despite a surge in fish production within Assam, the state continues to grapple with a substantial annual fish deficit, prompting the need for imports from Andhra Pradesh and West Bengal. Annually, approximately 25,000 metric tons (MT) of fish are imported, with an additional 2,000 MT during the Magh Bihu festival alone.

Sources within the Fishery Department reveal a steady rise in fish production over the years. In 2015-16, Assam produced 2.94 lakh MT of fish, and the numbers increased to 4.43 lakh MT in 2022-23. However, this growth hasn’t been sufficient to meet local demand, necessitating significant imports.

According to the Nand Book on Fisheries Statistics by the Union Ministry of Fishery, Animal Husbandry, and Dairying, the composition of the 3.93 lakh MT fish production in 2020–21 included 1.01 lakh MT of major carps such as Catla, Rohu, Mrigal, 0.50 lakh MT of minor carps, 1.01 lakh MT of exotic carps, 0.3 lakh MT of murrels (Ophiocephalus spp.), 0.34 lakh MT of catfish, and 0.77 lakh MT of other freshwater fishes.

The state’s fishing industry involves a significant workforce, with 1,25,321 full-time fishermen, 5,40,637 part-time fishermen, and 29,736 occasional fishermen engaged in inland fishery activities. The key production areas encompass 10,607.24 km of rivers and canals, along with 85,068 hectares of tanks and ponds. Beyond these, the state boasts additional fish resources spread over 404,516.98 hectares.

While Assam’s strides in fish production are commendable, the persistent deficit underscores the challenges in meeting the burgeoning demand for fish within the state. Addressing this gap is crucial for ensuring food security and sustaining the livelihoods of the fishing community.
