The Minister of State for Fisheries, Animal Husbandry & Dairying, and Minority Affairs of the Government of India, Shri George Kurian, visited the Central Institute of Fisheries Nautical and Engineering Training (CIFNET) in Kochi. During his visit, Minister Kurian meticulously examined various facets of the institute’s activities.

Accompanied by officials, Minister Kurian toured several key divisions of CIFNET, including the Fishing Gear Hall, RT Station, computer lab, Navigation Simulator Lab, Library, Seamanship Navigation Lab, Biology Lab, and Marine Engineering Lab. Each facility showcased state-of-the-art infrastructure dedicated to advancing maritime education and fisheries technology.

Director M. Habibullah provided a comprehensive overview of CIFNET’s ongoing initiatives, highlighting its pivotal role in fisheries and nautical training. A notable demonstration followed, featuring real-time communication equipment used in CIFNET’s Fishing Vessels, illustrating technological advancements aiding fishery operations.

Minister Kurian was briefed extensively on the Government of India’s initiatives aimed at enhancing the safety and security of fishermen. Particularly noteworthy was the indigenous development of transponders by ISRO, enabling crucial two-way communication capabilities essential for maritime safety.

The Minister’s visit underscores the government’s commitment to bolstering fisheries and marine sectors through advanced training and cutting-edge technology, affirming CIFNET’s pivotal role in shaping India’s maritime future.

In a significant development within the Assam Cabinet, Keshab Mahanta has been appointed to helm the Fisheries, Transport, and Excise Department effective Tuesday. This reshuffle follows the resignation of Parimal Suklabaidya, who vacated these portfolios after his triumph in the 2024 Lok Sabha Elections.

Keshab Mahanta, previously serving as the Health Minister, will now pass on his responsibilities in health to Assam Chief Minister Himanta Biswa Sarma. CM Sarma, in addition to his existing roles, will take charge of the Home Department, Personnel Department, Public Works Department, Health & Family Welfare Department, Medical Education & Research Department, and Indigenous & Tribal Faith and Culture Department (Except Directorates of Library & Museum and Directorate of Archaeology).

Manipur holds immense potential for fish farming, which can significantly meet the rising domestic demand, said Fisheries Director H. Balkrisna at an awareness workshop titled “Role of Media in Promoting Modern Fish Farming in Manipur.” The event was held at Mandha Island, Thanga, Bishnupur district, and organized by the Editors’ Guild Manipur (EGM).

Manipur boasts approximately 56,461 hectares of land suitable for fish farming, yet only 18,000 hectares are currently utilized. Balkrisna highlighted the urgent need to tap into the remaining 38,000 hectares, which could substantially boost fish production and make the state self-sufficient. Presently, Manipur’s annual fish requirement stands at 52 MT, while the state produces only 32 MT, leading to a reliance on imports from other states.

Importing fish not only incurs high costs but also risks contamination with harmful chemicals. Balkrisna emphasized that utilizing 70 percent of the potential land could meet the state’s fish production needs and reduce dependence on imports. He also stressed the importance of concerted efforts from all stakeholders to increase fish production.

Historically, Loktak Lake’s fish population sufficed for local demand, but overfishing has depleted its resources. Despite advisories against fishing during the breeding season (June-August), the practice continues due to farmers’ reliance on the lake for their livelihood. Sustainable fishing techniques and releasing fingerlings back into the lake can help rejuvenate the fish population.

1. Raghu, a successful farmer, suggested converting Loktak Lake’s embankment areas into fish farms and regulating the Ithai Dam’s operations to increase fish population. Additionally, Chandel District Fisheries Officer L. Jiten recommended installing a specialized fish ladder at the dam to aid the movement and preservation of endangered fish species.

The media awareness workshop concluded with a visit to T. Raghu’s fish farm at Keibul Lamjao, attended by key officials and journalists. This initiative aims to promote sustainable fish farming and realize Manipur’s potential in fish production.

The price of oil sardines and an unusual shortage in supply have startled fish lovers across Kerala, triggering a wave of mock protests on social media platforms. Artisanal fishermen, however, are making the best of a brief window in a year that has seen little or no fishing activities so far.

Fresh oil sardines sourced from small boats sold for ₹400 a kg on June 15, up from the previous range of about ₹210 to ₹250. Despite the onset of rain, which was expected to boost fish availability, the past three weeks have seen poor landings, says Antony Kurisinkal from Alappuzha. He notes that the situation is dire for most fishermen, who typically rely on sardine fisheries during the monsoon while the annual trawling ban is in force.

The oil sardines currently available are the traditionally favored rounded and fatty ones, says a salesman at the Matsyafed store in Kochi. He adds that these sardines are “booked” even before they arrive at the stall. Still considered a favorite for its quality and low price, oil sardines have surprised fish eaters this season, with the prospect of fish scarcity in general and sardine scarcity in particular, says P.V. Wilson of Chellanam.

The high price of sardines has also sparked reactions on social media, with some posts mocking the humble sardine for “growing too big for its shoes.” Some posts humorously state that the common people have always “stood by sardines even in their humble days.”

However, fishermen’s union leader Charles George remains optimistic, ruling out a poor year for sardines as the season is just beginning. He notes that sardines have made a comeback in catch volume, from 3,200 tonnes in 2021 to about 1.36 lakh tonnes in 2023 in Kerala, though the average catch used to be around 2.5 lakh tonnes a year.

Meanwhile, fishermen like Mr. Antony point to fish scarcity along the coast between Alappuzha and Chettuva in Thrissur district. He observes that the oil sardine catch has mostly been concentrated in the northern districts, while Kayamkulam, Kollam, and Azheekkal have seen a semblance of normality in sardine catch over the last week, though it is not sufficient to predict a good year for sardine fisheries.

The price of other fish varieties such as Indian mackerel is also high, with mackerels selling for ₹380 a kg and freshly-caught emperor fish for about ₹680 a kg.

In an effort to combat the rising fear of dengue, the Hubballi-Dharwad Municipal Corporation (HDMC) has launched a drive to reduce the mosquito population by releasing guppy fish into the city’s drains. On Saturday, civic authorities released over 50,000 guppy fish in the Old Hubballi areas. Since January, the HDMC has released around two lakh guppy fish.

Guppy fish are known for their ability to eat mosquito larvae, which thrive in stagnant water. By consuming the larvae, these fish prevent them from developing into adult mosquitoes capable of transmitting the dengue virus. This natural method of mosquito control is part of the HDMC’s broader strategy to curb the spread of vector-borne diseases.

Sridhar Dandappannavar, Health Officer at HDMC, emphasized the corporation’s commitment to controlling mosquito breeding. “We are putting in all possible efforts to control the breeding of mosquitoes and to curb the spread of dengue and other vector-borne diseases,” he stated.

The initiative has received positive feedback from the community, as residents are hopeful that the guppy fish will effectively reduce the mosquito population and, in turn, the incidence of dengue. The HDMC’s proactive approach demonstrates its dedication to public health and its willingness to implement innovative solutions.

The use of guppy fish is a sustainable and environmentally friendly method of mosquito control. It reduces the need for chemical insecticides, which can have harmful effects on the environment and human health. By leveraging the natural predatory behaviour of guppy fish, the HDMC aims to create a safer and healthier environment for the residents of Hubballi-Dharwad.

As the rainy season approaches, the HDMC plans to continue its efforts in mosquito control by releasing more guppy fish and monitoring their impact on the mosquito population. This initiative highlights the importance of community involvement and the need for continuous efforts in preventing the spread of diseases like dengue.

Union Minister of State for Fisheries, Animal Husbandry & Dairying, and Panchayati Raj, SP Singh Baghel, highlighted the importance of transferring technologies to the farming community during his visit to the ICAR-Central Institute of Freshwater Aquaculture (CIFA) in Bhubaneswar on Sunday. Reviewing the institute’s freshwater aquaculture research activities, the minister emphasized that advancements in farm research are crucial for India’s development.

During the visit, the minister was briefed on over 23 different fish varieties, including the genetically improved Rohu ‘Jayanti’, catla, scampi, minor carps, catfishes, murrel, anabas, and pearl mussel. Various aquaculture systems such as pond culture, bio-floc, and aquaponics were demonstrated, along with gadgets, feed formulations, and therapeutics developed by the institute.

Minister Baghel also reviewed the progress of Central schemes related to animal husbandry and fisheries being implemented in Odisha. The review meeting was attended by officials from the Fisheries and Animal Resources Development department of the state government, who provided updates on the schemes’ advancements and challenges.

The minister’s visit underscored the importance of innovative research and technology in enhancing aquaculture practices and boosting productivity. By focusing on the transfer of these technologies to farmers, the government aims to support sustainable agriculture and improve the livelihoods of those in the farming community.

Baghel’s emphasis on technology transfer aligns with the government’s broader vision of leveraging scientific research to propel India towards becoming a developed nation. The visit to ICAR-CIFA showcased the significant strides being made in freshwater aquaculture, highlighting the institute’s role in driving progress in the sector. A fisherman from Tambave village in Maharashtra’s Karad taluka made an extraordinary catch, drawing crowds of curious onlookers and potential buyers. Hazrat Pathan, while fishing in the Koyna River, caught a massive 25 kg catla fish, a species native to rivers and lakes in northern India, Bangladesh, Myanmar, Nepal, and Pakistan.

The recent rains have significantly increased the water levels of most rivers in western Maharashtra, prompting fishermen to venture into the waters after months of scorching heat and dry conditions. Pathan cast his net on Friday night and discovered the giant catla fish on Saturday morning. With the help of fellow fishermen, he brought the fish home, where a large crowd soon gathered to witness the impressive catch.

Many spectators expressed interest in purchasing the freshwater fish. After much negotiation, 7-8 customers bought the catla at a rate of ₹200 per kg. This event highlights the popularity and demand for catla, also known as the major South Asian carp, in the region.

Traditionally farmed in the ponds of eastern Indian states, catla has spread across the country since the latter half of the 20th century. Its presence in rivers and lakes is a testament to its adaptability and the efforts of local fishermen in maintaining its population.

The capture of such a large catla fish not only underscores the rich biodiversity of the Koyna River but also brings attention to the livelihood of local fishermen. This rare catch has certainly sparked excitement and interest in the local community, demonstrating the enduring appeal of traditional fishing practices in India.

The National Green Tribunal (NGT) has issued notices to the Kerala government and Central and State Pollution Control Boards regarding a significant fish kill incident in the Periyar River on May 20 and 21. The NGT’s Southern Bench, prompted by a report from The Hindu highlighting the incident, has taken suo motu cognisance and scheduled a hearing for July 8.

The incident, allegedly caused by suspected effluent discharge from industries in the Eloor-Edayar industrial area of Ernakulam, led to widespread reports of dead fish along the river’s stretch, particularly near the Pathalam bund and downstream.

Notices have been served to various stakeholders including the Principal Secretaries of Environment, Health, and Water Resources departments, along with officials from the Central Pollution Control Board, Kerala State Pollution Control Board, Ernakulam District Collector, and other relevant authorities. The NGT has instructed these bodies to submit detailed reports before the upcoming hearing.

The State Level Monitoring Committee (SLMC), appointed by the NGT, has already recommended the formation of an independent committee empowered to inspect industries along the riverbanks. This committee aims to curb unauthorized discharge of untreated wastewater into the Periyar River, which the SLMC Chairman A.V. Ramakrishna Pillai’s report suggests as a likely cause behind the fish kill.

The NGT’s intervention underscores the seriousness of environmental concerns raised by the incident, emphasizing the need for stringent measures to protect the ecological health of the Periyar River. As investigations proceed, stakeholders are expected to collaborate to prevent such incidents and safeguard the river’s biodiversity and water quality.

After a 61-day hiatus, fishermen from Tamil Nadu’s coastal districts, including Ramanathapuram, set sail on June 14, 2024, as the two-month annual fishing ban concluded. Approximately 15,000 mechanised boats carrying nearly 1 lakh fishermen from 14 coastal districts, including Kanyakumari, Tirunelveli, Thoothukudi, Pudukottai, and Chennai, ventured into the sea.

The fishing ban, which started in April, is imposed annually to facilitate fish breeding and conserve marine ecology. During this period, mechanised boats are prohibited from fishing, and the government provides financial assistance to registered fisher families. The ban allows fishermen to repair their boats, mend nets, and maintain their equipment.

As the fishermen set off from jetties in Pamban, Rameswaram, and Mandapam into the Palk Bay, they hoped for a bountiful catch by Sunday. A T.N. Fisheries Department officials outlined clear instructions for the fishermen, emphasizing the importance of carrying communication gadgets, adhering to the International Maritime Boundary Line (IMBL), and ensuring only individuals above 18 years and residents of Tamil Nadu participate in fishing activities.

Fishermen leader Jesu Raja reiterated the directive to avoid crossing the IMBL, noting that surveillance by the Indian Coast Guard and the Sri Lankan Navy would be intensified starting June 14.

With the influx of fresh fish into markets from Sunday, fish prices are expected to decrease, much to the relief of consumers. The resumption of fishing activities marks a significant moment for the local economy, providing livelihood opportunities for the fishermen and ensuring a steady supply of fish for the region.
